On the 25th April 2003, member banks of
Groupement des Cartes Bancaires CB and AFECEI*, as well as card accepters
represented by the Conseil du Commerce de France (French Retail Council)
signed an addendum to the 2001 protocol agreement concerning
the deployment of the CB 5.2 version of the bankcard payment
system. This initiative had been anticipated by all parties so as
to correct discrepancies against the planned schedule for migration
to the EMV standard.
In preparation for the general introduction of EMV (Europay, MasterCard,Visa)
smart cards in Europe, the banks and Retail Council representatives
jointly defined a migration plan taking into account the technical
requirements specific to their professions. This plan aims to complete
the adaptation of electronic payment terminals to the new standard
before 30th June 2004.
The banking community represented by AFECEI will start to issue CB
cards which are purely EMV from 1st October 2004. As of
this date, the various versions (secure V4, CB. 5.1 and CB 5.2B0)
used by retailers throughout the transition period for the switch
to the EMV CB 5.2 standard will be deactivated. Groupement
des Cartes Bancaires CB will make every effort to ensure the compatibility
through to 1st January 2009 of CB 5.2 approved terminals
acquired in 2003 and 2004. The software used in these terminals
will be regularly updated, but no more frequently than every two years.
The second half of 2003 and the first half of 2004 will
see huge technological change for the CB bankcard payment and withdrawal
system. At the end of the process, almost one million retailers will
be equipped with the EMV payment system enabling them to process more
than 45 million CB cards and foreign smart cards with an improved
level of security.
