0n Cartes Bancaires' initiative, a new contractual
system will be gradually offered to customers by their banks. These
measures, which will be implemented at the end of this year, are aimed
at improving CB card payment conditions for purchases made on-line.
They are based on a clear and balanced attribution of the responsibilities
of each of the parties involved in an on-line transaction: the consumer -
who commits to paying the merchandise or service provided by the retailer;
the retailer - who transmits the data provided by the consumer
(card number, etc.) to his/her bank and the CB members, who put in
place the means available to the consumer and the retailer (checking
and acceptance systems, etc.). The cardholder must identify him/herself
to the card issuer. Specific security measures will be deployed in
order to avoid any dispute over a payment order made by the cardholder.
The retailer will make sure that the security measures comply with
national legislation on Data Privacy and that they protect the personal
data provided. The retailer's bank may, if a dispute arises, offer
a new service to the retailer whereby, if merchandise has not been
delivered within the arranged deadlines, the consumer is reimbursed
with a credit note allocated to the holder's account. All these measures
will come into effect during 2004. |
