In October, the Banks-Retailers Committee co-chaired by Mercatel and Cartes Bancaires went to the UK to study the migration to EMV.

On 16th and 17th October 2003, some 40 members of the Cartes Bancaires Banks-Retailers Operational Committee went to London to study the UK's switch to EMV. In addition to delegates from the banking community, this Committee includes representatives of the French retail sector (Mercatel, Auchan, Carrefour, Casino, Darty, Leclerc, Etam, FNAC, Intermarché, Leroy Merlin, Pinault-Printemps-Redoute and Système U).
Welcomed by representatives of APACS (Association for Payment Clearing Services), the British Retailers Consortium, and by the card administration entity (Chip and Pin), the members of the Banks-Retailers Committee were able to gauge the extent of the progress made since 1999, the year in which the UK started its migration to the smart card combined with a PIN authentication system. "The French managed to successfully introduce the smart card, so why wouldn't the British?" quipped Jeremy Wymann, Director of the British distribution chain Safeway, in his speech.
