Considered one of the "levers for the modernisation of the State's financial procedures", the procurements card is a major undertaking for the French Ministry of Economy, Finance and Industry (Minefi) which is steering this project. During tests in 2002 and 2003 at 11 pilot sites, 3200 transactions were carried out for a total value of 1.2 million euros. The results are conclusive: "For low cost procurements (300 to 400 euro average), such as administrative supplies, printing, communications, and public building maintenance, etc., the procurements card simplifies the state's management of procurements", explained Charles Simonnet, Procurements Card Project Manager at Minefi.
The next stages will involve the procurements card's interoperability and interbank acceptance, prior to its comprehensive rollout. Mid-2004, a Decree will define the conditions for its use in the public sector. And the reference will be the successful model of the procurements card used in the UK.
