In Portugal, SIBS manages
the national payment network and the migration to EMV.

The Portuguese card payment system is entirely managed by the interbanking
organisation SIBS ("Sociedade Interbancária de Serviços"),
a joint subsidiary of all the banks operating in the country established
in 1983. Its aim was to introduce a single payment platform that met
the banking establishments' needs while developing their facilities
and technology, and extending their international scope. In 1985,
the network became operational under the "Multibanco" name.
With 33 shareholder banks, SIBS currently represents almost the entire
Portuguese banking community. SIBS provides management and development
services for the national payment network, interbanking services,
and the interconnection between the banks and the international Visa,
MasterCard, and American Express networks. SIBS is responsible for
the development and integration of technological solutions for the
national payment system, and is also the country's leading card personaliser.
In 2003, Multibanco recorded over 1.1 billion bankcard transactions.
The Portuguese market is still very debit card focussed: out of the
15.5 million bankcards in circulation in the country, only 3.5 million
are credit cards. Introduced a few years ago, the microchip is currently
only used for e-purse applications. It is planned to extend its use
to bankcards by 2006 as part of the switch to the EMV standard.
