Whether for hospitals, school canteens, health insurance funds, or
local taxes, use of the CB card continues to extend its reach across
State services. This development is contributing to the modernisation
of the French civil service in response to users' expectations and
needs. Indeed, cardholders can use their card for remote payment,
while these services cut costs by not having to process cheques or
guarantee payments.
These advantages have been taken into account in the ADELE (eAdministration)
programme 2004-2007 steered by ADAE (Agency for the Development of
eAdministration) which aims to provide users with increasingly efficient
and better managed services. The programme's 140 measures include,
for example, the installation of interactive public terminals. These
terminals are being installed in the Public Service offices for family
allowance schemes, unemployment and health funds, but still only provide
single service for the moment. By 2006 they will provide access to
a range of services (ANPE-State employment bureau, Assedic-unemployment
allowance, family allowances, municipal services, etc.), and will
accept payment by CB card. The ADAE is currently defining the terms
of reference for the interoperability of these terminals.
Another project planned for early 2005 is the computerisation of Government
Department Calls for Tender. Municipalities and Government agencies
will start publishing their Calls for Tender via the Internet and
will be able to use a dedicated payment card to pay suppliers for
standard supplies. |
