The purchasing card, considered as the lever for modernising the Government's
financial procedures, is becoming a reality. The Decree of 26th October
2004 paves the way for its extension to all Government bodies, notably
for "simple and recurring purchases", and for "purchases
of less than 1,500 euros", which account for 4% of Government
services' expenditure. The only thing left to test is the transit
of additional data for which the specifications have been defined
by CB and the banks.
Increasingly used in the Government sector, the purchasing card is
also a promising solution for private companies. "It simplifies
the purchasing process by transmitting computerised invoices, reducing
the high overheads generated by the administration of small purchases,
and also makes cardholders accountable", summed up Solange Ligeret,
Secretary-General of APECA (Association des professionnels européens
de la carte d'achat : European Professional Purchasing Card Association).
In addition to its role in disseminating information, this association
aims to provide a platform for exchanging ideas among all stakeholders
(suppliers, technical service providers, banks, etc.) to act as a
basis for developing the market.
Within this context, APECA will hold a series of meetings around France
this year with private and State associations. Its priorities are
to ensure the interoperability and interbank acceptance of the purchasing
card, two essential conditions governing its future general use. |
