The purchasing card has been used since 2002 by the municipal services of Meudon (on the outskirts of Paris).

The introduction of the purchasing card* in the French government is part of a global organisational project aimed at simplifying tasks and generating administrative savings. It is used for the purchase of low-cost recurrent goods and services: maintenance of public buildings, IT and office supplies, stationery, furniture, documentation, communication tools, etc. Since the publication of the Decree of 26th October 2004, its use is open to all public entities.
The French Treasury has distributed a publication to all administrative services setting out the aims of the purchasing card and a method for its implementation. Regarding the use of the CB bankcard by the public in their dealings with the administration, the French Ministry of the Economy, Finance and Industry has published an online guide** "The use of bankcards for making payments"which is designed for use by the financial and administrative services of all local bodies.
