A decisive new step in the construction of SEPA. The EPC (European Payments Council) adopted the SEPA Cards Framework for the use of bankcards in the European Union at its plenary session in Brussels on 21st September 2005. European banks have agreed to guarantee interoperability between national systems and to create a fraud database; they also adopted the final specifications for transfers and direct debits (a new payment method, operational in January 2008). Alongside work by the EPC, the European Commission should present its proposal for the New Legal Framework for payments in Europe at the end of 2005.
